As outlined in the 2025 Ontario Budget basic markups are being reduced on select products and LCBO is taking the necessary operational steps to implement these changes.
As of August 1, the following basic mark-up rates will apply:
· 32% for all cider products (includes draught)
· 48% for spirit and wine-based RTDs with 7.1% ABV or less (includes draught), and
· For beer products produced by microbrewers, $0.1988 per litre for packaged beer and $0.1798 per litre for draught beer
All other markups remain unchanged.
LCBO retail pricing & requotes
If your product(s) are impacted by these changes, please note that LCBO’s regular scheduled is being adjusted as follows:
Domestic cider & RTDs:
· Retail prices will reflect the new markup rates on August 1, unless a price change is submitted by June 23, 2025.
· The next retail effective date is September 15, 2025, with quotes due on July 21, as per the regular schedule. Please plan appropriately.
Domestic beer:
- Retail prices will reflect the new markup rates on August 1, unless a price change is submitted by Monday, July 21, 2025.
New products within the first year of release will be permitted to change their quote to align retail prices in response to the government’s directed markup decrease.
Products that are not subject to markup reductions should adhere to the regular requote schedule.

Reminders
· Alcohol suppliers set their own pricing (subject to minimum retail prices) and have the option to adjust their retail pricing up or down throughout the year in response to currency fluctuations, federal taxes or freight rate changes, or price changes by their competitors.
· Import suppliers may submit quote decreases that can be submitted at any time, provided they have approval from the appropriate Business Unit Manager and there is sufficient time for implementation. The retail price for imported products will change when there is a receival of goods at the revised quote and based on LCBO re-pricing timelines and standards. The regular requote schedule should be followed for any price increases.
