Direct Delivery to Licensees Program (Ontario Wine and Cider)

Ontario wineries (including fruit wineries and cideries) can deliver wine directly to licensed establishments in Ontario, on behalf of the LCBO, through LCBO’s Direct Delivery to Licensees Program (Ontario Wine and Cider).

In order to participate in this program and make deliveries to licensees in Ontario, a winery must apply for and obtain an authorization from the LCBO.

All Ontario wineries with an Alcohol and Gaming Commission of Ontario wine manufacturer’s licence are eligible to apply. A copy of this licence must be provided with all applications. All program applications or questions may be directed to lcbo-policy@lcbo.com.

The Liquor Control Act, Regulation 717 Section 16, requires licensed Ontario wineries (including cideries) to report their sales to the LCBO on a monthly basis.

Wineries must submit a monthly winery report (J10) and remit any owed amounts to the LCBO within 10 days at the end of each month, as long as the winery is in operation.

Direct Delivery to Licensees Program (Small Ontario Distillers)

Ontario small distilleries can deliver directly to licensed establishments in Ontario, on behalf of the LCBO, through LCBO’s Direct Delivery to Licensees Program (Ontario Small Distillers).

Eligible participants will receive a 20% rebate on sales to licensees.In order to participate in this program and make deliveries to licensees in Ontario, a distillery must apply for and obtain an authorization from the LCBO.

An authorization for up to a five-year term is available to Ontario spirits manufacturers that:

  1. have a valid Manufacturer’s licence issued by the Registrar of Alcohol and Gaming;
  2. manufacture spirits and spirits products in Ontario;
  3. have worldwide sales, including sales of affiliates, of less than or equal to 900,000 litres in the year preceding the year in which the direct delivery is taking place, and
  4. submit the required application materials.

Monthly Reporting

Authorized program participants are required to report their sales to the LCBO on a monthly basis.

Distilleries must submit a monthly report (LCB 2414) and remit any owed amounts to the LCBO on the tenth business day each month.

Distillery Delivery to Duty Free Stores (Small Ontario Distillers)

Ontario small distilleries can sell and deliver their products directly to all land border point and airport Duty Free Stores in Ontario, on behalf of the LCBO, through LCBO’s Direct Delivery to Duty Free Stores Program (Ontario Small Distillers).

In order to participate in this program and make deliveries to Duty Free Stores in Ontario, a distillery must apply for and obtain an authorization from the LCBO.

An authorization is available to Ontario spirits manufacturers that:have a valid Manufacturer’s Licence issued by the Alcohol and Gaming Commission of Ontario;manufacture spirits and spirits products in Ontario;

have an authorized on-site retail store at their distillery;

and

have worldwide sales, including sales of affiliates, of less than or equal to 900,000 litres in the year preceding the year in which the direct delivery is taking place.
